National Church Residences Awarded $7.9 Million in Assisted Living Conversion Program Funds

COLUMBUS, OH—National Church Residences (NCR) announced today that it has been awarded over $7.9 million through the Assisted Living Conversion Program (ALCP) of the U.S. Department of Housing & Urban Development (HUD) to convert two of NCR’s existing Ohio affordable senior housing facilities to affordable assisted living communities. The objective of the conversions is to help seniors “age in place,” with a level of independence, in their existing apartment homes. NCR completed Ohio’s first such project in 2009, with the conversion of Stygler Commons, a 32-unit affordable senior property in Gahanna, to an affordable assisted living community. 

 
NCR was awarded grants to convert the following communities:

Chillicothe

Funding will be used to convert 25 units on the second and third floors of the seven–story, 109-one-bedroom unit building, into assisted living units, and is an expansion of the 2008 ALCP funding that permitted the conversion of two floors, each containing 17 units, to affordable assisted living.

Funding will be used to convert 39 units on the fourth, fifth, and sixth floors of the 13-story, 199-unit building, into assisted living units, and is an expansion of 2008 ALCP funding, which allowed for the conversion of 32 units on the first, second, and third floors, to affordable assisted living. 
 
 
 
According to NCR President & CEO Thomas W. Slemmer, “HUD’s Assisted Living Conversion program has proven successful in select cities across the country. Its objective is the same as NCR’s: to allow residents to remain independent in their own homes, rather than making a premature or unnecessary move to a nursing home or assisted living facility. The Program will allow our residents to maintain the highest possible quality of life, while saving Medicare and Medicaid health care dollars.”
 
 
 
Adds HUD Deputy Regional Administrator Beverly Bishop, “These grants will provide an affordable option to nursing homes, while helping seniors to live independently. The funding we announced today will allow the elderly an opportunity to age in place in familiar surroundings as they become older and require supportive services.”
 
Affordable assisted living facilities are designed to accommodate low-income, frail elderly persons, and persons with disabilities, who can live independently, but need assistance with the activities of daily living, such as eating, bathing, grooming, dressing, and home management activities. Affordable facilities provide supportive services, such as personal care, transportation, meals, and housekeeping.
 
The grants are awarded on a competitive basis. During the review process, HUD assessed several ranking factors, such as the extent to which the conversion is needed by the persons that the project is intended to serve; the quality and effectiveness of the proposal in addressing the proposed conversion, including the meals and supportive services which the project intends to provide; the ability of the project owner to secure other community resources that can be combined with the grant to achieve the program's purposes; and the capacity of the project owner to carry out the conversion in a timely and effective manner.
 
Owners are responsible for ensuring that converted units meet all local standards, codes, and regulations that govern assisted living facilities. The projects must also be licensed and regulated by the appropriate governing body.
